The central issue we will address is the impact of privatization that has taken place so far on profitability and performance of PSUs. Going beyond this, we will attempt to understand what explains the impact of privatization on performance. Is it the use of market power by oligopolistic firms whose pricing power had been constrained under government ownership? Is performance bought at the expense of labour through extensive layoffs so that what we see is essentially a transfer from workers to shareholders?
Divya Abirami Our university system is, in many parts, in a state of disrepair… In almost half the districts in the country, higher education enrolments are abysmally low, almost two-third of our universities and 90 per cent of our colleges are rated as below average on quality parameters… I am concerned that in many states university appointments, including that of vice-chancellors, have been politicised and have become subject to caste and communal considerations, there are complaints of favouritism and corruption. At the eve of liberalization, globalization and privatization, many changes are taking place in different spheres of Indian socio-economic life. These changes have affected all the sectors including education.
